From defining competence to making it work
The construction and built environment industry has spent years defining competence. The Unified Competence Blueprint is about making it work. Developed collaboratively with industry, the Blueprint is not another framework or standard. It is a system blueprint — a single picture of how employers, competence frameworks, standards, training, assessment, assurance, certification and digital records connect and operate as one ecosystem, with the individual at its centre.
How the building blocks fit together
The Blueprint is designed to support all competence standards and frameworks, today and in the future. It shows how the building blocks the industry has already created — from Minimum Technical Competence guidance to the Common Assessment Standard and CSCS certification — fit together, where responsibilities sit, and how information should flow between them.
Its purpose is simple: to help the industry stop designing individual components in isolation and start designing the whole system — one that is trusted, scalable and interoperable for employers and individuals alike.
