Unified Competence Blueprint
Unified Competence Blueprint

Changelog

We've spent years defining competence. Now we need to make it work.

Between the latest Minimum Technical Competence guidance and the emerging competence frameworks, the industry is clearer than ever on what good looks like. But implementation remains fragmented.

🧩 The Unified Competence Blueprint, developed collaboratively with organisations across industry, isn't another framework or another standard.

It's a system blueprint: a picture of how employers, competence frameworks, standards, training, assessment, assurance, certification, and digital records can work together as one connected ecosystem.

It's designed to support all competence standards and frameworks, today and in the future.

Which raises the real question: does the current system actually work?

Are all the pieces now in place, or are there still critical gaps?

Where are we duplicating effort?

Are we making life too complicated for employers and individuals?

The building blocks already exist. The next challenge is connecting the initiatives we already have, not creating more.

If we genuinely want a competence system that is trusted, scalable and interoperable, we need to stop designing individual components and start designing the whole system.

I'd welcome honest views from trade bodies, Standards Setting Bodies, training providers, certification bodies, employers and regulators.

If this is the system, where's your place in it?
